Pharmacy White Paper Consultation On Legislative Changes

In response to the Pharmacy White Paper related consultation on legislative changes published on 27 August, the NPA has called for new money to be made available for future pharmacy services and for a clear timetable to be put in place for a more ordered entry of businesses into the pharmacy market.

John Turk, NPA Chief Executive said: "The consultation heralds further reforms of entry into the pharmacy market. The NPA is pleased at the DH's apparent intention to bring more order into the process, including the statement that several exemptions to control of entry will probably disappear. We are concerned, though, that no timetable has been laid out. The pharmacy network needs to be allowed to stabilise so that contractors can prepare to take up the white paper's challenges, confident that any new investment in premises and staff will not be undermined."

"We also have concerns that some of the proposals relating to performance will add to a cumulative regulatory burden that could gradually choke pharmacists' enthusiasm for engaging with PCTs to expand and improve services. We urge that any performance regime be light touch, supportive and consistent."

"We will consider the matter of doctor dispensing at our forthcoming Board meeting. Our starting position is that as many people as possible should have the opportunity to benefit from the provision of a full community pharmacy service."

Commenting on the decision not to consult on future payment mechanisms at this time, John added: "Revised payment mechanisms are a crucial underpinning to the package of changes proposed in the White Paper. It is important that the question of payment be brought into the equation sooner rather that later so that the package may be considered in its entirety."
