New Health And Social Care Commissioner Appointed For London

Ann Lloyd has been appointed to the post of Health and Social Care Commissioner for London at the Appointments Commission, it was announced today.

As the Commissioner for London, Ann will be responsible for ensuring that the best possible people from all sections of our society are recruited to serve as Chairs and Non-Executive Directors on NHS bodies in the Greater London area through a transparent, rigorous and effective selection process. Ann will also provide pastoral support and mentoring to those appointed and will participate in the Appointments Commission's training activities. In addition, Ann will undertake the lead Commissioner role for a number of national health and social care bodies.

Previously Ann worked in a combined role as Chief Executive for NHS Wales and Head of Department for Health and Social Services. Within this role she was the chief advisor to the Welsh Assembly on healthcare matters and held additional responsibility as chief policy advisor for social care and children.

Ann Keen, Parliamentary Under-Secretary of State for health services, said:
"The Appointments Commission provides an important service to the NHS, the Department of Health and across Whitehall. I am sure Ann Lloyd will make an excellent contribution to the development of the Commission and to the recruitment, selection and appointment services it offers in London."

Ann Lloyd said:

Anne Watts, Chair of the Appointments Commission added:
"I am delighted to welcome Ann to the Appointments Commission team. She brings a wealth of experience in the health service which will be a great benefit to all our partners in London and I very much look forward to working with her."

Ann will be taking up her post in February 2009. The term of the appointment is four years and will end in January 2013. The remuneration for the position is £31,059 per annum. This appointment has been made in accordance with the Commissioner for Public Appointments' Code of Practice.

All non-executive appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees political activity (if any declared) to be made public. Ann Lloyd has not declared any political activity and has no other ministerial appointments.

1. Ann Lloyd Biography: Ann Lloyd was appointed Commissioner for London through open competition. She has trained at many universities including, Aberystwyth, Cardiff, West of England and the University of Aberdeen. She was also elected as a member of the Royal Society of Medicine. In 2008, she was awarded a CBE for services to healthcare in Wales. Ann Lloyd was the Chief Executive of NHS Wales and Head of Department for Health and Social Services from 2001 to December 2008. Her particular expertise is in organisational development, management and clinical standards and the management of change. She is a former Chief Executive of North Bristol NHS Trust and Frenchay Healthcare NHS Trust.

3. The Appointments Commission is an independent organisation responsible on behalf of ministers for appointing chairs and non-executives to Strategic Health Authorities, primary care trusts, NHS trusts and the Department of Health's arms length bodies. It also provides non-executive recruitment services for foundation trusts and to the boards of public bodies across central Government.
