The Michigan House Judiciary Committee approved a package of nine bills on Wednesday, including several measures related to women's health, the Detroit Free Press reports. One bill would require emergency departments to offer emergency contraception to rape and incest survivors (HB 5155), while another would prohibit pharmacists from denying birth control prescriptions based on religious or moral beliefs (HB 5164). The package also includes bills that would require insurance companies to include birth control in prescription drug coverage (HB 5156, HB 5157). Other bills would require coverage of Pap tests in most cases under insurance policies that cover gynecological procedures (HB 5161, HB 5162). In addition, one of the bills would clarify guidelines for sex education classes in schools (HB 5163).
Proponents of the bills -- including the American Civil Liberties Union, the Planned Parenthood Federation of America, the National Organization for Women and various medical groups -- say the legislation would help reduce unintended pregnancies and lower health costs by preventing serious illnesses in women. Opponents say the bills would place undue regulations on insurance companies and pharmacies (Christoff, Detroit Free Press, 9/10).
