Welcoming the HEPI report Paul Marshall, Executive Director of the 1994 Group commented:
"The 1994 Group believes the current systems in place for university funding are right. We need evolution not revolution. Vouchers would completely deregulate the HE market and break the stability that is central to our success. We welcome this important contribution to the debate. "
"A regulated market in Higher Education, with a diverse range of institutions competing within an agreed framework, is the best way to drive up excellence in research, teaching and deliver student satisfaction".
"It should be the role of the Funding Councils and Government to set the framework in which competition takes place, but, beyond this, autonomous Higher Education Institutions must have the freedom to find their own positions within the market place. The further development of the sector and the UK's success globally is dependent on the success of institutions within this regulated market, backed up by continued and sustainable investment from central government."
