HHS, Financial Services FY '09 Spending Bill Expected To Be Included In Small Omnibus

An omnibus appropriations package for remaining fiscal year 2010 spending bills likely will include no more than four bills, with the Defense Appropriations measure as the legislative vehicle, Senate Appropriations Committee Chair Daniel Inouye (D-Hawaii) said on Monday, CongressDaily reports. The FY 2010 Labor-HHS-Education (HR 3293), Financial Services (HR 3170) and State-Foreign Operations (HR 3081) spending bills likely will be the other measures included in the package. The Defense bill, which will probably move after Thanksgiving, is awaiting approval by House and Senate negotiators before the chambers can sign off on the final measure (Sanchez, CongressDaily, 11/17).

In related news, the Obama administration has told domestic agencies to plan for a freeze or a possible 5% cut to their FY 2011 budgets, the AP/Yahoo! News reports. President Obama's budget proposal will be released in February. According to the AP/Yahoo! News, the curb on spending is "part of an election-year push to rein in record deficits that threaten the economy and Democrats' political prospects next fall" (Taylor, AP/Yahoo! News, 11/17).
