The Senate on Tuesday is expected to vote on the nomination of California Supreme Court Justice Janice Rogers Brown, who President Bush has nominated for a seat on the U.S. Court of Appeals for the District of Columbia, the New York Times reports. Democratic senators last year used filibusters to block Rogers Brown's nomination because of concerns about her record on issues such as abortion rights (Hulse, New York Times, 6/7). Some abortion-rights supporters have opposed Rogers Brown's nomination because of her dissent in a 1997 California Supreme Court decision that allowed teenagers to obtain abortions without the consent of a parent or judge (Kaiser Daily Reproductive Health Report, 4/22). Rogers Brown has been in the spotlight repeatedly for her court decisions and conservative political views, which have "offended civil rights groups and Democrats," the Los Angeles Times reports (Dolan, Los Angeles Times, 6/7). Although Senate Democrats have agreed not to filibuster Rogers Brown's nomination as part of a bipartisan compromise deal struck last month, they are maintaining their criticism of her nomination, according to the New York Times. The Senate opened debate on Rogers Brown's nomination on Monday, and a vote to end debate is scheduled for noon on Tuesday (New York Times, 6/7). She is expected to be confirmed this week (Los Angeles Times, 6/7).
