."HR 2355 Health Care Choice Act of 2005," Congressional Budget Office: The CBO provides an analysis and cost estimate of HR 2355, which would amend the Public Health Service Act to allow a state-licensed insurance company to offer health insurance coverage to individuals in that state as well as individuals in a secondary state. According to the analysis, the bill would increase federal revenues from payroll and income taxes and it would increase direct spending for Medicaid beginning in 2007. The analysis notes that the increase in revenues would come from a reduction in workers receiving employer-sponsored health benefits, which would reduce the share of workers' compensation that is tax-advantaged and increase the share that is taxable (CBO, "HR 2355 Health Care Choice Act of 2005," 9/12).
