American Association for Homecare (AAHomecare) continues to press for stronger homecare policy in several areas including the Hobson-Tanner bill (H.R. 3559), improved medical oxygen policy, home health reimbursement, and the wider recognition of cost-effectiveness of homecare in Medicare.
AAHomecare continues to encourage cosponsors to sign on to the Hobson-Tanner bill to amend the durable medical equipment competitive acquisition program mandated by the Medicare Modernization Act to ensure that quality standards are in place, rural patients maintain access to care, and small providers be allowed to participate if they meet the bid requirements.
The Association also opposes the recent changes enacted in the Deficit Reduction Act affecting oxygen. By shifting oxygen equipment to a rent-to-purchase model, the new policy, in effect, severs the relationship between provider and patient, which presents serious clinical and patient-safety issues.
The President's FY 2007 budget proposal would exacerbate the oxygen policy by requiring transfer title of oxygen equipment to the beneficiary after 13 months. The proposed budget would also freeze the home health payment rate, again.

Rent-Purchase Oxygen Won't Work
posted by Mark Carver on 21 Apr 2006 at 10:15 amThis bill that passed by one vote to rent purchase oxygen equipment will not work when it comes down to the Client / Patient taking care of their own 02 equipment their health will not let them do this. It is a stress they donot need . Question : Who will they call when the oxygen concentrator tears up in the middle of the night their senator ? I do not see him getting up in the night to go fix it . this really raises some serious health care questions that Oxygen Clients need to address with their senators and congressmen. Maybe i dont understand the bill because i don't see how the clients can function and besides if the equipment stays out there for three years and then transfers to the Client it will be worn out and the Client will get nothing but a worn out 02 concentrator.

posted by alfred kelf on 27 May 2009 at 3:00 amI have only 68% of my lungs functioning due to having copd. British DoH will not supply me with oxygen to improve the quality of my life, even tho I am prepared to pay for it.
Where can i purchase this equipment.
