British officials say the number of people who died from the human form of mad cow disease rose last year for the first time in several years.
Britain's Department of Health reported that in 2003, 18 people died of the disease, which is believed to be caused by eating beef products from cows infected with mad cow disease.
The toll was one more than in 2002 and was the first increase since 1998.
But some scientists say the statistics are almost meaningless because deaths, although they are easier to track, are not the most reliable guide to how a disease is unfolding.
Experts say the trend overall shows the illness to be in decline.
