Ian Hulatt, Mental Health Advisor at the Royal College of Nursing, said: "More effective communication not compulsion is the key to reducing the number of tragedies this initiative attempts to avert.
"It has been demonstrated again and again that agencies need to communicate more effectively to provide joined up care for our most vulnerable citizens. Nurses caring for these patients need to be supported by clear lines of communication and methods of recording concern that are concise, clear and effective.
"This will mean that nurses can work more effectively and most importantly that patients get the best possible care."
