KIEV (Ukraine) -- An international organization fighting AIDS has been named to take over a program formerly run by Ukraine's government amid allegations of serious mismanagement.

Jon Liden of the Global Fund to Fight AIDS, Tuberculosis and Malaria said Friday that his group has awarded $15 million to the International HIV/AIDS Alliance to take over the program.

It is the first time the fund, established at the behest of United Nations Secretary-General Kofi Annan, has suspended funding to a government and 'changed recipients midstream,' Liden said.

He said the alliance will manage the anti-AIDS campaign in Ukraine until the Health Ministry 'shows it can work effectively and with confidence and trust.'
