Allan Hubbard, chair of President Bush's National Economic Council, is leaving his post and submitted his letter of resignation to the president on Wednesday, according to a senior administration official, AP/USA Today reports. Hubbard, who serves as assistant to the president for economic policy, "has been deeply involved in the debate" over SCHIP and the president's proposal to treat health insurance costs as taxable income, according to AP/USA Today (AP/USA Today, 11/28). Hubbard began working at the White House shortly after Bush's 2004 re-election (McKinnon, Wall Street Journal, 11/28). He has not announced his post-White House plans.
Bush also on Wednesday said Hubbard's deputy Keith Hennessey is his choice to chair the council. Bush said Hennessey "has been an important member of my White House team for more than five years," adding, "He has served as the deputy to three directors of the National Economic Council and has worked on a broad range of economic policy issues." Hennessey also has served as a top budget aide to Sen. Trent Lott (R-Miss.) and worked for the Senate Budget Committee (AP/USA Today, 11/28).
