Any gripes anybody could have about Loper are about the U.S. healthcare system realities that prevent a doctor, any doctor, from taking all the time in the world with a patient. So sure he's busy--you'll have to wait a little while (not inordinately long). And there's never a time he doesn't have every exam room filled with a patient ready to see him. That said, he works his butt off to spend whatever amount of time you truly need. He cares and will follow up and make sure he does all he can for you. Great doc. And i'm fortunate to have had him as my doc for over 20 years.
